NOTE: We recommend
to print out the following rules and all financial transaction data (available
in Purchases Report via the Help Desk) in order to avoid misconceptions and issues
at a later time.
1. Introduction to the Rules
Our game rules
and operating policies (hereinafter the "participating rules") govern
your use of any information taken or used from our website, including your registration
and participation in any BingoPalace game (hereinafter the "game").
Please make certain that you read the participating rules carefully. Each time
you use funds from your player account to play a game or you enter our website,
you are confirming your full understanding and acceptance of the participating
rules. In the event that you have any questions about the participating rules,
please contact us for clarification. Should you not be willing to accept the terms
of this agreement, you should not play the game.
Licensing
BingoPalace® is operated by Azul Electrico S.A., a fully licensed gaming company regulated by the laws of Costa Rica. The BingoPalace® trademark is owned by Punto Equis S.A. and licensed to Azul Electrico S.A. Credit card transactions are processed through 'Swiftbanx', our E-cash brand owned by subsidiary Azul Electrico Limited, 57/63 Line Wall Road, Gibraltar, Gibraltar and Azul Electrico Limited, Amory Building, Suite 3228, Victoria Road, Basseterre, St. Kitts, St. Kitts and Nevis, East Caribbean.
Laws regarding gambling vary throughout
the world, and it is the responsibility of the player to ensure that they understand
and fully comply with any laws or regulations relevant to themselves in their
own country. Visa and Mastercard specify that cardholders may not use their credit
cards for illegal purposes.
2. Fairness Statement
We believe
that the BingoPalace game system has been designed to be 100% fair to all players.
Unlike a Bingo hall where a player can YELL Bingo and halt the game immediately,
Internet Bingo is played across the globe in many different time zones through
a large network of interconnected routers and satellite connections. Although
there are times when the Internet runs smoothly and network traffic arrives to
it's destination on time, there are a number of factors that can prevent data
from arriving. We want to ensure that when a player purchases a game card they
have every chance of winning and that the outcome of the game is NOT affected
by the:
Instability of the Internet
Speed of one players Internet connection over the other player
Physical location on the globe
Our developers have continued to evolve our award winning bingo software into
what we believe to be the fairest and most reliable form of Bingo on the Internet.

our games, please contact our help desk.
Note: In the event of a malfunction of the gaming system all game bets are null and void.
Payouts will be returned to the house and game bets will be refunded.
3. Definitions
and Terminology Used in Our Game
A Player is a person who registers
to play BingoPalace by filling out our registration form with the required information.
A Purchase occurs after a player enters the BingoPalace website and purchases
Bingo card(s) from funds that have been deposited in a players account by the
player. When a player elects to deposit funds into their player account by one
of our e-commerce systems, the purchase must be validated by BingoPalace and its
credit card agents. In the event that the purchase is subject to a charge-back
or is otherwise incomplete the purchase becomes void.
A game purchase is
considered valid if the player's deposit of cash funds transaction is complete.
We cannot offer refunds once a purchase is made.
All purchases are made
in United States currency.
A Card represents a set of a randomly collected
numbers between 1 and 75 (inclusive) organized in 5 column, 5 row configurations.
Until a card is in play, players have the option to change the collection of numbers
by selecting a new card. Once a player accepts the collection of numbers for any
game, the card becomes valid and in play.
A Game Variation is a specified
pattern that must be matched on a player's card in order to win a game and receive
a prize.
A Call is a broadcast message from our game server, received by
your computer containing a randomly generated number between 1 and 75.
A
Bingo Call is a broadcast message from a player's computer, received by the BingoPalace
game server identifying that player as a holder of a game variation. In Play will
be the term used to describe any game that has been initialized by our game server
and is receiving calls and communicating with the game server.
A Prize
is a cash allotment that is payable to a player (or players if there is more than
one winner) who identifies to BingoPalace, through a Bingo call, a match to the
game variation of a player card. Prizes are automatically deposited into a players
account.
The Parties: BingoPalace and the Player. A User ID is username
that is assigned to the player by BingoPalace at the time of registration, such
used by the parties to uniquely identify a player.
A Player Account is
the account in which the players use to deposit funds, use to buy into games,
deposit winnings into and request payouts from. Once a card is in play, the game
credit cannot be returned to the player.
4. Participation Rules
To
participate in a game a player must be 18 years of age or older, must read and
consent to all of the participating rules and must have authorization to use a
valid credit card acceptable to BingoPalace.
Only one account is valid
per player. A maximum of two accounts are valid per household. Additional accounts
may be disabled and any payouts requested from duplicate accounts will be considered
void. Users found to have registered with an abbreviated or false name or mailing address are subject to having their account disabled.
Participation will require that players register with BingoPalace
by correctly completing the registration details and offering a full name, address,
city, zip code or postal code, state or province, country, e-mail address and
telephone number. For any subsequent participation, a player must login with their
unique User ID (provided by BingoPalace) and the player password. Personal identity
and details of all members will remain confidential. Bingopalace will not report
any wagering information on behalf of any member, regardless of circumstance.
Games will be offered at approximately 2 (two) minutes after completion
of a previous game. BingoPalace has exclusive authority to modify the game schedule
without prior notice. Any player who wins a prize may be transmitted a reference
number that will identify a specific win. The player is responsible for the preserving
of any reference numbers provided. In the event that there is a discrepancy between
the game variation as it is recorded in BingoPalace's database, and that recorded
by the player, the calls recorded in the BingoPalace game server shall be considered
valid.
A purchase will be void if for any reason BingoPalace does not receive
payment or if there is an applicable charge-back at a later date. BingoPalace
reserves the right to limit any player's participation in a game, particularly
in the event that a purchase is rendered void. Prizes will be deposited into the
players account. The balance of a winners account will be sent upon a request
by the player. The minimum payout request is $25.
Returns/Refund Policy.
Users always have access to their funds. At anytime they can request a "payout"
for the bank balance they have in their account. This can be done from the players
area (post account login). Bonus funds are not subject to this rule. Minimum "payout"
requirement is $25. If a user cancels the account, all cash funds (except for
bonus money) will be returned. User cannot request a "payout" for compensation/bonus
funds. Only winnings or deposited funds can be returned to players.
Employees
and relatives of employees of BingoPalace are prohibited from participating in
a Game.
Requesting payouts from their account balance derived from deposits
and not wins will be deemed a cash advance from BingoPalace and a misuse of our
online purchasing system. In such cases, BingoPalace may levy a surcharge to offset
transaction and administrative costs. In ALL cases, BingoPalace reserves the right
to withhold any such payments until all financial transactions have been settled
and cleared.
5. Cost of Playing BingoPalace
Bingo cards can
range in price from $0.10 US to $1.00 US. This range may vary for special promotions.
Players can buy up to 100 cards in selected games.
6. Claiming Prizes
Prizes
shall be automatically deposited to our player account cash balance. Players can
purchase games from their winnings or request a payout be mailed the address given
at the time of registration. Players who wish to claim their prize money must
request a "payout". This can be done by visiting the player's area and
selecting the payout request link. However, please make sure that the mailing
information is correct when you register in order to avoid mailing delays.

Limits of Liability and Indemnification Statement

PURPOSE, OR NONINFRINGEMENT. REFERENCES TO SERVICES AND PRODUCTS ARE PROVIDED
AS IS WITHOUT WARRANTY OF ANY KIND, EITHER EXPRESSED OR IMPLIED. IN NO EVENT SHALL
BingoPalace BE LIABLE FOR ANY SPECIAL, INCIDENTAL, INDIRECT OR CONSEQUENTIAL DAMAGES
OF ANY KIND, OR ANY DAMAGES WHATSOEVER RESULTING FROM LOSS OF USE, DATA OR PROFITS,
WHETHER OR NOT ADVISED OF THE POSSIBILITY OF DAMAGE, AND ON ANY THEORY OF LIABILITY,
ARISING OUT OF OR IN CONNECTION WITH THE USE OR PERFORMANCE OF THIS INFORMATION.
THIS PUBLICATION COULD INCLUDE TECHNICAL INACCURACIES OR TYPOGRAPHICAL ERRORS.

SPECIFICS It is the responsibility of
player to ensure that they understand and comply fully in respect of any state,
national and international laws, regulations, directives etc. applicable to the
player. BingoPalace cannot be held responsible for any third party claims of any
kind against players. Player's agree that they are 18 years of age and have authorization
and authority to use the credit card offered to BingoPalace for a purchase. BingoPalaces'
liability with respect to any claim made by a player shall be limited to the prize.
Under no circumstances will BingoPalace be liable to any costs or expenses incurred
by a player in making a claim. BingoPalace will not be held liable to any costs
or expenses incurred by a player for any overdrafts relating to deposits to player
accounts made through our e-commerce systems. It is the player's responsibility
to ensure that sufficient funds are available to them before they make a deposit
to their player accounts via our e-commerce systems. BingoPalace will not be held
liable for any costs or expenses incurred by a Player for any overdrafts resulting
from multiple deposits to a player's account made through the improper use of
our e-commerce systems. Reloading a cash deposit transaction page constitutes
misuse of our e-commerce system and as such, BingoPalace will not be held responsible
or liable for any overdraft charges or costs that they may incur as a result misuse
of our e-commerce systems. BingoPalace shall have the right to suspend or withdraw
any participation at its absolute discretion. Personal details of all players
will remain confidential unless players agree to their details being used for
future publicity purposes. BingoPalace will not be liable for any loss of whatsoever
in nature arising from the cancellation of any round, including the loss, for
whatever reason, of the chance to participate in the game. In particular, but
without prejudice to the generality of the foregoing, BingoPalace will not be
liable to any person: For the failure of, or damage or destruction of BingoPalaces
central computer system or records, or any part thereof, for delays, losses, errors
or omissions resulting from failure of any telecommunications or other data transmission
system, for any delay resulting in non-receipt of any participation for a particular
round. BingoPalace will not be liable for any loss as a result of an act of God,
an outbreak of hostilities, riot, civil disturbance, acts of terrorism, the act
of any Government or authority (including refusal or revocation of any license
or consent), fire, explosion, flood, hurricane, theft, malicious damage, strike,
lock-out, or industrial action of any kind. The parties shall not commit nor purport
to commit the other to honor any obligation other than is specifically provided
for by these participation rules. The player accepts liability for any damages
that may be caused by the misuse of his/her membership number and access-code
details on Internet. These participation rules constitute the entire agreement
and understanding between the parties.
8. Disputes
BingoPalace
wants to assure all of its players (and prospective players) that it has made
every effort possible to provide you with the world's most entertaining, reliable,
and more importantly, honest Bingo game on the Internet. It is our sincere intent
to ensure that all of our players are satisfied with the quality and fairness
of our games. Every effort possible has been made by BingoPalace to promptly and
impartially resolve all disputes that may arise from the use of our game. Customer
satisfaction is our primary goal in providing you our Bingo game. As the operators
of BingoPalace, we are determined to provide you our highest level of customer
service possible. Our resolve is to consistently provide you with a fair and impartial
dispute mechanism in the event that a dispute occurs. The success of our business
is dependent on providing you with exceptional customer satisfaction policies.
Obviously, happy customers will ensure that we win new customers and that our
existing players will continue to come back to enjoy BingoPalace time and time
again. However, please be advised that in the event of any dispute regarding a
participation or a prize, the decision made by BingoPalace will be final and binding.

Bonus - Amount that is available for playing according to the following rules.
Rules
1. Bonus money is intended to extend play time and is not available for withdrawal. Customers with a pending withdrawal are not eligible to receive bonus money. Winnings resulting from games played using the earned bonus money are available for withdrawal, however, requesting a withdrawal results in irreversible forfeiture of all remaining earned bonus funds. (Note: for games that return the wager along with the winnings, the bonus amount wagered is considered winnings and is also available for withdrawal.)
2. Following are the wagering requirements to change bonus from ‘pending‘ to ‘awarded‘:
a) For BINGO wagers only, a player must wager 5 times their purchase amount or spend 95% of their deposit.
b) For CASINO games such as slots, video poker, keno, etc, (craps and roulette wagers are not included) the following rules apply:
i.When receiving bonuses 40% or less, a player must wager the deposit plus associated bonus amount TWENTY (20) times, to qualify for the bonus.
ii.For bonuses greater than 40% they must wager the deposit plus associated bonus amount THIRTY (30) times to qualify for the bonus.
3. Any withdrawal request made prior to having met wagering requirements will;
a.Result in an automatic loss of any remaining unqualified or qualified bonus in the account, and
b.Withdrawal requests for winnings resulting from bonus money wagers before meeting these requirements will be declined.
Note: Bonus qualification is verified manually by our accounting staff during payout processing.
4. At the discretion of BingoPalace, accounts that have repeat deposits and corresponding withdrawal requests placed, with the intent to abuse the bonus program, will have the bonus money plus the BingoPalace costs deducted from any pending payouts, and the bonus function disabled for their account. Repeat offenders will be deactivated.
5. Unless otherwise noted, the maximum bonus is capped at $500 per day.
6. Converting Bonus to Bank Balance.
The total bonus balance is the amount of bonus available to exchange. The tool will not allow you to submit an amount that is higher than your available balance. The minimum bonus exchange is $1.00.
The conversion rate is specified before the exchange. A rate of 20% rate will convert 100.00 bonus to $20.00. The ratio is subject to change at any time.
Exchanges are irreversible. We cannot undo this process and will not make any exceptions if a player has transferred an incorrect amount.
All cash balances resulting from bonus exchanges have a play through requirement of 20 times the initial cash value before a withdrawal of winnings will be considered. Withdrawals resulting from a bonus exchange are capped at $100.
Exchanges are limited to seven (7) per day.
Players who request a withdrawal of the exchanged Bonus funds will have the withdrawal declined and forfeit the exchanged balance.
No Bonus funds are exchangeable when a player has a pending withdrawal request or more than $5.00 in cash.
Periodically we have promotions that award bonus money without requiring a
deposit (e.g. credit card authorization free money bonus, scratch card money, support bonuses, etc.). Following are the rules for such promotions. These
rules apply unless otherwise specified in the associated promotion.
1. Free money cannot be withdrawn or converted to cash.
2. Bonus money can only be used to play bingo games.
3. Only depositing players are allowed to withdraw winnings based on free money.
4. The winnings from the free money can be withdrawn after it has been wagered through a minimum of ten times and rule 5 is met.
5. Any withdrawals will first be reduced by the amount of the bonus. The remaining amount must exceed $50.
6. The maximum withdrawal resulting from Free Money wagering is $100. Balances in excess of this amount are considered null and void and will be removed from the account when the request is processed.
7. Winnings from the bonus money can NOT be transferred to another player.
